The story takes place in post-World War III San Francisco in December 2042. After the nuclear war, many major cities were rebuilt, including New San Francisco, while some areas remained as they were before the war, such as Old San Francisco.
The war also created two classes of citizens. Some people developed a natural resistance to radioactivity and are known as Norms, while everyone else became Mutants. Tensions between the two groups are high, and Mutants are usually forced to live in run-down areas of the city. Tex Murphy lives on Chandler Avenue in Old San Francisco, and although he is a Norm, all of his friends are Mutants.
Tex Murphy is a private investigator who has hit rock bottom. Recently divorced, out of work, and low on cash, he starts looking for work and quickly solves a burglary at a pawnshop across from his apartment. He is then hired by a mysterious woman named Countess Renier to find her missing statuette, but the case leads him to a doomsday plot by a cult called the Brotherhood of Purity.
