CIA agent John Glames, known as James Bond in the U.S., is sent to the fictional Latin American nation of Santa Paragua to recover a stolen experimental stealth fighter that disappeared from an American naval air station.

His mission soon becomes more dangerous when a KGB operative tricks him into retrieving classified case documents and then leaves him for dead in an underwater cave. After escaping, Glames uncovers a wider conspiracy.

The plot involves dictator Otto, who has taken power through a puppet government, and a global criminal organization called Spyder. Its leader, Dr. Why, plans to use the stolen aircraft to threaten major cities around the world.
