In December 2010, the city of Del Ray, built around the Hudson River, prepares to commemorate the opening of Geo City, a massive underground metropolitan complex beneath it. The mayor holds a conference there to celebrate its success.

Several days of heavy rainfall cause the Hudson River to rise beyond cautionary levels, leading Del Ray to issue a precautionary evacuation warning. This sets the stage for a major disaster.

Players must think quickly and use survival skills to have any hope of seeing their family again. Body temperature and health drop when they are wet or exposed to cold for too long, so they must find warmth, gather food, and escape the devastated city while piecing together information from emergency broadcasts and other victims.
