The hands line up 22 times in one day. They line up once every hour, with the exception of 11:00 to 11:59.

I immediately recognized what was going on in C, since I was recently in a similar situation. I'll let someone else answer it.
That leads me to realize what's going on in A, but I lack the knowledge to provide the right answer.
