There's a book or somesuch in the game you can read that explains the meaning of "Hello Sailor", but I no longer recall the details.

Now, I asked where did "hello sailor" make something happen first whether it was useful or not. Keep thinking. When do we know about that phrase?

Thanks to Michal (thanks, Michal , I finally see what you're getting at, Rael.
Unfortunately, I never played the original, only the Zork trilogy. So I guess your question is an honest one, but I still consider my answer is correct (and confidence in my foggy memory banks is restored).
After this, you'll probably come up with something even more obscure

Status : Offline | Darn, I was wrong... Sorry, Scorpia. I think I knew the secret... all these years... There was a process in Zork I where you had to perform a ritual in Hades. I remember speaking "hello sailor" and then turning into a ghost but that wasn't true. If you interrupt the process (doing or saying anything) you stay wandering as a ghost for eternity. I just tried it again... Sorry to everyone :-[

I don't think I ever tried that in Zork I. The ceremony I remember all too well, but "Hello Sailor" wasn't part of it.
It was interesting while it lasted, though. Your question, that is
