Matt Clark who is the person behind Bracken Tor has indeed said that the game was nearly finished since 2012. And yes, it might well have been, but apparantly he's added more and more to the game. Why the publisher Iceberg Interactive hasn't said stop and told himthat if he wan't finished at certain time, they didn't wantto publish it, I don't know. However, Koch Media seems to have had enough:

As you can read,if the game is not finished (including the German translation) by June 15th 2012, Koch Media won't be publising the game. And to add to this, the German translatio has not begun yet. Hopefully, this'll speed things up - a lot. I do understand that Matt Clark is a small indie developer, but even he has to get the word -stop- ---- release what you've got. And then make a sequel to Bracken Tor...

"German gamers are getting impatient too. The German Amazon promised a release date of 24 February, but all of a sudden Bracken Tor was no longer available for preorder. Simply gone! Jack Vanian at Adventure-Treff sent an email to Matt and this was the reply.

More generally, this is why bigger publishers always sets milestones for developers and pay them when they reach a milestone. And make a release date someday in the future. This means that the game developer hurries and does his best to meet the milestones. There's always that extra or this extra thing or polish that could be added or done to & in the game or that new engine that look exciting, but one also has to be realistc and cut one's darlings - even when it hurts. So the added area from the maybe finished game back in 2010 or early 2011 could maybe have gone i a sequel or something like that.
On the other hand I could have told Matt Clark that to make a decent game, it'll take between 2½-3 years to do so. MDNA games which also is a small indie team of maybe 2-4 people (and then some) releases a game every second year or third year, I think...
However, as Barrow Hill is from 2006, Matt Clark should have finished Braken Tor back in 2009 or early 2010, and then set out to make a sequel to th Braken Tor game. However, let's not forget that the previous publisher (Lighthouse Interactive)went hm belly up, so this may also have been responsible for a part of the delay.
