I expect that it's because ScummVM is compatible with numerous games besides Secret of Monkey Island, some of which do have speech.

There's no speech on Monkey Island 2: LeChuck's Revenge.
Only Curse of Monkey Island (Monkey Island 3) and Escape from Monkey Island (Monkey Island 4) have speech.
