Status : Offline | If you're into programming I would reccomend SLUDGE (www.hungrysoftware.com). It also has the option to use arrays which can be helpful with the database concept you're talking about.
AGS is a fine engine, but more oriented towards people with 1% programming experience. It does have a scripting engine, but I'm not sure if it's powerful enough for you.

You said you had a plot, puzzles etc . .. down and you know how to program.
Are you interested in doing a mini adventure game or a demo game??

Status : Online | Well if you dont mind getting stuck in to learning a language. http://www.blitzbasic.com is a great tool for DirectX development, and its not a scripting engine so you can do pretty much what you like with it.
