"Father Hubert Le Dangeolet was in excellent spirits this Tuesday. Actually, that was true every morning since his election and, on two days out of three, right through from morning till evening. His accession to the position of provincial six months earlier had thrilled him more than he admitted to himself. Even so, God knows he did congratulate himself, particularly when he woke. He would open his eyes, and he would remember: I am happy, very happy--why is that, again? Oh, of course: provincial. Hallelujah."

"The rain continued. It was a hard rain, a perpetual rain, a sweating and steaming rain; it was a mizzle, a downpour, a fountain, a whipping at the eyes, an undertow at the ankles; it was a rain to drown all rains and the memory of rains. It came by the pound and the ton, it hacked at the jungle and cut the trees like scissors and shaved the grass and tunnelled the soil and molted the bushes. It shrank men's hands into the hands of wrinkled apes; it rained a solid glassy rain, and it never stopped."

It reminds me of something from Ray Bradbury, but I can't place what story it comes from.

This is from the opening of a classic fantasy novel. Of course, I'm looking for the author and title.
"On Mondays, Wednesdays, and Fridays it was Court Hand and Summulae Logicales, while the rest of the week it was Organon, Repetition and Astrology. The governess was always getting muddled with her astrolabe, and when she got specially muddled she would take it out of the Wart by rapping his knuckles. She did not rap Kay's knuckles, because when Kay grew older he would be Sir Kay, the master of the estate. The Wart was called the Wart because it more or less rhymed with Art, which was short for his real name."

There is magic involved throughout the story, yes.
A funny fairy tale?
The story has some humorous moments, but some grimmer ones as well.

A question for Andromus: is the book kind of a satire?

No, it's not from the Discworld series.
Yes, the author uses quite a bit of satire throughout the book.

"THERE were four of us - George, and William Samuel Harris, and myself, and Montmorency. We were sitting in my room, smoking, and talking about how bad we were - bad from a medical point of view I mean, of course.
We were all feeling seedy, and we were getting quite nervous about it. Harris said he felt such extraordinary fits of giddiness come over him at times, that he hardly knew what he was doing; and then George said that HE had fits of giddiness too, and hardly knew what HE was doing. With me, it was my liver that was out of order. I knew it was my liver that was out of order, because I had just been reading a patent liver-pill circular, in which were detailed the various symptoms by which a man could tell when his liver was out of order. I had them all."
