No, though they share a copy control function. Starforce is an obstacle. STEAM is an obstacle with benefits.

If they're going out of business, how would money be a factor? How much source code have they already released? How much could it hurt to release a bit more?
As for hosting costs, they would be releasing code to unlock the offline mode. And, once the code is in the wild, I expect it would be everywhere.
I do, however, share your frustration at having an obstacle between you and a game you'd like to play. There are a lot of racing games copy controlled with Starforce and I won't go near them. At least STEAM doesn't render systems inoperable while carrying out its copy control activities.

None at all (if you exclude the fiasco of the source code 'theft' that took place a year before release). Game logic and SDKs are far far removed from the source code of the product.

Still, since an offline mode does exist, it seems like a small thing to release just enough to enable the games to be freestanding.
Assuming, of course, anyone wants to be playing them in 10+ years.
