Status : Offline | Have you looked at Drake's map that shows there are other areas to be found?
Just to verify - even though you said you had done everything. I think this is the trigger. The magnifying glass near the ladder will be obvious to see when it's supposed to show up there ... it's not like a 1 pixel-sized area.

Status : Online | I do think it is quite hard to find.
The way that worked for me was to point the cursor rigfht down to the ground and then move it along the edges of the walkway very slowly until you eventually get the magnifying glass
